NUC-16916 Campaigns: User other than a campaign participant can be added as an Author
Description: Currently, there is an issue that leads to the inconsistency that a user, who is not part of the visibility of a campaign, respectively not a campaign participant, can be selected and assigned to the Authors field of an underlying submission (from import, and API POST/PUT request). Note that the users will not receive access to the submission though, since missing visibility access.
